UGC to adopt regulations for setting up for Foreign Higher Educational Institutions in May

University Grants Commission,UGC will be adopting its regulations for setting up of foreign Universities and Higher Education Institutions in India, from the month of May. UGC Chairman M Jagadesh Kumar has stated that these regulations would be adopted in the first week of May. Before the commencement of the regulations, UGC Chairman added that the Reserve Bank of India, RBI would also be roped in for a consultation for legal and financial purposes.
The regulations were released in the public domain by UGC on January 5, 2023. The main aim of these regulations is for the internatrionalisation of the higher education system in India. The regulations were formulated based on the recommendations put forth in the National Education Policy, NEP 2020
Speaking to reporters, the UGC Chairman stated that if foreign universities were to set up campuses in India, it would be a "win-win" situation for students.
When the regulations were released, UGC stated that these universities would not be allowed to conduct classes in online courses or distance learning. All classes would be conducted in physical and offline mode.
As per the draft, Foreign Universities must have secured a position within the top 500 of overall / subject-wise global rankings in order to set up a branch in India.
In order to set up campus in India, the universities would need to seek approval from UGC. The approval, once granted, would be applicable for the first 10 years in India. The universities would have autonomy when it comes to deciding the admission process for Indian and international students.
