The Centre for Public Policy at Chandragupt Institute of Management Patna (CIMP) hosted the International Conference on Public Policy and Management (ICPPM) 2023 on 03rd April, 2023. Shri Tripurari Sharan, Information Commissioner, Bihar was the Chief Guest while Prof. (Dr.) Bipul Kumar, Professor, IIM Indore was the Guest of Honour and Prof. (Dr.) Alok Kumar Singh, IIM Nagpur, Prof. (Dr.) Aditya Billore, IIM Indore, Prof. (Dr.) Piyush Kumar Singh, IIT Kharagpur were the Special Guests present at the inaugural function.
Prof. (Dr.) Rana Singh, Director of CIMP, in his welcome speech said that we all know the journey of the country from a developing country to a developed country and the credit goes to policy making, planning and Niti Ayog. Union list, State list and concurrent list are categorised to implement policy so that every domain can develop in the country. As a country and citizen, it is also important to think about policy and policy gaps and give suggestions to the central government and state government.
Prof. (Dr.) Rajeev Verma, Chairperson ICPPM-2023 briefing about the conference said that Public policy plays a major role in shaping our country and from this conference set up a benchmark on how the policy is made and how it can shape our country.
Prof. (Dr.) Alok Kumar Singh in this address said that the topic is very relevant to current scenario especially for Bihar, the kind of information flowing on different media. Sometimes it looks simple and complex, but for policymakers, it is challenging because people know all the information which is available in the public domain. Academia can help to bring change and implementation in public policy, how the research is happening, and problem with planning, execution and beneficiary of public policy.
Shri Tripurari Sharan in his address said that Public policy is near to his heart as a public servant. We talk about migration of labour from Bihar, but also there are migrations of students in Bihar outside for education. Politician and policymakers are very attentive in the right direction to set up educational institutions. Nobody comes and creates Public goods which are created by the state but there are limitations of states it is also important for citizens to think about public goods. They are also responsible for keeping it good and durable for a long time. Anticipation and prescription are now a challenge in public policy. The right things and the right place enhance your career and experience so you can learn a lot.
Dr. Pável Reyes-Mercado, Professor of Marketing at Anahuac University, Mexico in his key note address dwelt upon the various intertwined dimensions of public policy and shared insights about how public policy can be leveraged to ensure more effective Sustainable Development Goals and Responsible Consumption.
Chairperson of the Centre for Public Policy and Convener of this conference, Prof. (Dr.) Rajeev Ranjan presented the summary of the conference in the valedictory session. Prof. (Dr.) Rajeev said that in this day-long conference, altogether 29 out of the 32 selected papers authored by academicians, researchers, senior bureaucrats and industry professionals from different geographies were presented in four parallel tracks in hybrid mode. All the papers accepted for presentation at this conference were selected through a blind peer-review process using stringent objective evaluation parameters. In the Valedictory Session, the Best Paper Award was conferred to Sanchita Joshi from the Faculty of Management Studies (FMS), University of Delhi for her paper entitled Infrastructure Development and Married Women’s Wage Book Participation: Empirical Evidence from India.
